Protection Information Management Officer

DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team as Protection Information Management Officer.

**The overall purpose of the role:**

The Protection Information Management (PIM) Officer will be responsible for strengthening the quality, management and use of protection information across DRC Uganda's protection programme, including Gender-Based Violence (GBV), Child Protection (CP), Community-Based Protection (CBP) and Legal Aid interventions. Under the supervison of the Country Protection Manager and with a technical reporting line to the MEAL Manager, he/she will ensure the secure collection, management, analysis and dissemination of protection data in line with Protection Information Management (PIM) principles and DRC data protection standards. The position holder will also support the development of evidence-based protection analyses that inform DRC's protection strategy, programme design, implementation, advocacy and reporting.

**Your main duties and responsibilities will be:**

**Protection Information Management systems**

- Contribute to the adaptation and development of standardized protection information management systems, such as case management and potential future protection monitoring systems.
- Manage and continuously improve DRC Uganda's Protection Information Management (PIM) systems across all protection interventions.
- Maintain secure databases for protection activities, including: Gender-Based Violence (GBV) and Child Protection (CP) case management, legal aid, Community-Based Protection (CBP), women and girls safe spaces, prevention, and psychosocial support activities.
- Support the digitalization and harmonization of protection tools across field locations.
- Ensure appropriate data storage, version control, backup and access management.
- Work closely with the MEAL team to ensure protection databases are aligned with organizational reporting requirements and information management standards.

**Data quality, confidentiality and data protection**

- Ensure compliance with DRC Data Protection policy and Protection Information Management principles.
- Develop and maintain protocols for data cleaning, validation and quality assurance.
- Conduct routine data quality assessments and provide feedback to field teams.
- Ensure confidential handling of sensitive information, particularly Gender Based Violence (GBV) and Child Protection (CP) case management data.
- Monitor compliance with data protection and information-sharing protocols.
- Ensure interoperability between protection information systems and organizational data platforms such as Kobo & PowerBi while maintaining confidentiality.
- Oversee the protection data lifecycle by establishing and monitoring procedures for data collection, storage, processing, sharing,archiving and secure disposal in accordance with DRC policies and PIM principles.
- Collaborate with the MEAL Manager to strengthen data quality assurance processes and promote consistency between protection and MEAL datasets.

**Protection analysis, reporting and information products**

- Analyse protection data to identify protection risks, trends and vulnerabilities.
- Produce monthly, quarterly and ad hoc statistical reports, dashboards and information products.
- Lead the consolidation of programme-generated evidence to support regular updates of DRC Uganda's Protection Analysis.
- Support the Protection Manager in translating programme evidence into strategic recommendations for programme adaptation and advocacy.
- Design, maintain and automate interactive dashboards to support operational and strategic decision-making. Prepare datasets and analytical products for donor reporting and programme reviews.
- Compile, validate and share consolidated non-confidential protection data with the MEAL team on a monthly, quarterly and ad hoc basis to support organizational reporting, indicator tracking and donor reporting.
- Work jointly with the MEAL team to ensure consistency between protection reports, Activity info (or other reporting platforms), indicator reporting and programme databases.

**Protection assessments and monitoring**

- Support the design, digitalization and management of protection assessment tools.
- Manage databases for Rapid Protection Assessments, Safety audits, and other protection assessments to contribute to the country protection analysis update.
- Ensure assessment datasets are cleaned, analysed and archived.
- Produce analytical summaries and reports following assessments.
- Support the development and rollout of new systems such as standardized Protection Monitoring system, including tools, databases, reporting processes and analytical products.
- Conduct predictive trend analyses, triangulate protection data to identify emerging risks.
- Collaborate with the MEAL team to harmonize assessment methodologies, indicators and data collection approaches where relevant.

**Case management information management**

- Support the management of confidential Gender Based Violence (GBV) and Child Protection (CP) case management databases.
- Ensure data quality and confidentiality of case management information.
- Produce routine case management statistics and trend analyses.
- Support field teams in improving data entry and reporting quality.
- Generate monthly and quarterly case management reports.
- Support implementation or migration of digital case management systems where applicable.
- Produce anonymized and aggregated case management statistics for programme monitoring and reporting while ensuring compliance with confidentiality and survivor-centered principles

**Programme planning and evidence generation**

- Support proposal development through evidence generation and data analysis.
- Support development of indicators and reporting frameworks.
- Produce ad hoc analyses requested by programme management.
- Support programme reviews and learning exercises.
- Contribute to strategy development through evidence generated from programme data.
- Provide analytical inputs for donor reports, strategic documents, protection strategies and programme design in collaboration with the Protection and MEAL teams.

**Capacity building**

- Train protection staff on Protection Information Management (PIM) principles.
- Build staff capacity on tools and software used (GBVIMS, ActivityInfo, Kobo or Progres V4)
- Participate to the development of guidance notes and SOPs related to PIM
- Support protection and MEAL staff in strengthening understanding and application of PIM standards, reporting requirements and data use.

**Coordination**

- Work closely with Protection Managers, Specialists and field teams. Participate in relevant Protection and Information Management coordination mechanisms.
- Liaise with UNHCR and partners on PIM issues when required.
- Ensure harmonized reporting across field offices.
- Serve as the primary focal point between the Protection and MEAL departments on PIM, ensuring regular communication, coordinated reporting processes and timely exchange of non-confidential information.
- Collaborate with MEAL to support alignment of protection indicators, reporting tools and databases with DRC's MEAL framework and donor reporting requirements.

About you

- To be successful in this role, you must have at least 4 year’s experience working with MEAL/Information Management functions and supporting programme reporting processes. Moreover, we also expect the following.

*Required*

- Bachelor's degree in Information Management, Information Systems, Computer Science, Statistics, Data Science, Demography, Public Health, Social Sciences or related field.
- Good understanding of humanitarian protection programming, including GBV, CP, CBP and Legal Aid.
- Training or certification in PIM, data protection, Information Management, Monitoring and Evaluation, or data analysis
- Knowledge of GBV Information Management System (GBVIMS/GBVIMS+) and/or C
