About this opportunity
UNEP is seeking a home-based consultant to support the development of the “Transparency in Action: Enhancing Kenya’s National Transparency Framework (CBIT Kenya 2)” climate project.
Working with UNEP’s Africa mitigation team and the Government of Kenya, the consultant will lead the preparation of the complete GEF-8 CEO Endorsement Package. Key responsibilities include:
Designing the project’s objectives, activities, outputs, budget, work plan, indicators and results framework.
Developing the project baseline, gap and barrier analysis, risk assessment and theory of change.
Ensuring the project aligns with Kenya’s national climate policies and priorities.
Organising an in-country scoping mission and stakeholder consultation workshops.
Preparing stakeholder, mission and validation workshop reports.
Conducting gender and stakeholder analyses and developing related action plans.
Coordinating discussions on co-financing commitments.
Preparing project presentations, supporting documents and annexes.
Submitting the final project package for UNEP and GEF review.
Responding to reviewers’ comments until the project receives final approval.
Providing regular progress updates and promptly reporting risks that could affect quality or timelines.

Requirements / Eligibility
- Academic:
- • Advanced university degree in economics, environmental sciences, climate sciences, business, management, engineering or a related discipline is required.
- • A first level degree with additional two years of qualifying experience may be accepted in lieu of an advanced university degree.
- • A Minimum of two years’ experience in drafting project proposals in the field of climate change, environment or development is required.
- Experience working with GEF, or UNEP projects is desirable; • Experience in working for multilateral or bilateral funding entities in the field of environment, climate change, or development is desirable.
- • Experience working on projects in Africa is desirable.
- Languages
- • English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency (both oral and written) in English is required.
