Call for Expressions of Interest Senior Consultant Roster – Third-Party Monitoring (TPM), Evaluation & Research Specialists

Trust Consultancy & Development (TCD) is seeking multiple experienced Senior Consultants to join its roster of experts to support the delivery of Third-Party Monitoring (TPM), evaluations, and assessments across humanitarian and development programmes.

Selected consultants will be included in TCD’s consultant roster and may be considered for future short-term consultancy opportunities based on their technical expertise, geographical experience, availability, and the requirements of specific assignments.

**Geographic scope:** Syria, Palestine, Iraq, and/or Turkey

**Areas of Expertise**

TCD is seeking senior consultants with demonstrated experience in evaluation/TPM assignments and at least one of the following thematic areas:

**Governance, Peacebuilding & Social Cohesion**

- Governance and institutional strengthening
- Peacebuilding, conflict sensitivity, and social cohesion
- Civil society strengthening
- Human rights, rule of law, and legal empowerment
- Migration governance, border management, and asylum systems

**Economic Recovery, Private Sector Development & Livelihoods**

- Economic recovery and private sector development
- Small and Medium Enterprises (SMEs) support
- Labour markets, employment, and job creation
- Value chain development and market systems
- Financial inclusion, microfinance, VSLA, and banking systems

**Agriculture, Climate Change & Resilience**

- Agriculture and rural livelihoods
- Livestock production systems
- Climate change adaptation and resilience programming
- Climate-smart agriculture and environmental sustainability

**Education, Skills Development & Youth**

- Education systems and education programming
- Technical and Vocational Education and Training (TVET)
- Youth development and employability
- Child labour prevention and protection programming

**Health & Social Services**

- Public health programming and health systems strengthening
- Sexual and Reproductive Health (SRH)
- Health Information Systems (HIS)
- Community health and social services

**Infrastructure, Basic Services & Localisation**

- Public infrastructure and reconstruction
- Basic service delivery systems in fragile contexts
- Localisation and capacity strengthening

**Minimum Requirements**

Applicants must meet all of the following requirements:

- Minimum 10 years of professional experience in their relevant thematic area(s)
- Demonstrated experience conducting or contributing to Third-Party Monitoring, evaluations, assessments, research, or similar consulting assignments
- Proven experience working in humanitarian, development, or fragile/conflict-affected settings
- Experience working with international NGOs, UN agencies, donors, or international consulting firms
- Strong analytical, report writing, and communication skills
- Fluency in English is required; knowledge of regional languages (e.g., Arabic, Kurdish, Turkish) is an asset
