## Background:

## NRC works to protect the rights of displaced and vulnerable people during crisis and meet immediate humanitarian needs, prevent further displacement, and contribute to durable solutions. Through our mobile emergency response capacity, we provide lifesaving multisectoral assistance to crisis affected populations in hard-to-reach areas across South Sudan. In areas throughout the country where we have established operations, we ensure that displacement affected people are safe, can exercise their rights, access quality services and protection and secure durable solutions. To that end, we contribute to safe and stable environment needed to allow for return and reintegration or integration of displaced communities. We do this through advocacy, coordination, and collaboration, as well as integrated and multi-sectoral long-term interventions.

## In South Sudan, NRC established in 2004 and provides humanitarian assistance and supports durable solutions with integrated and multi-sectoral long-term interventions in six core competencies: Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, WASH and Shelter. In line with NRC global direction, our WASH and Shelter programmes are transitioning from mainly humanitarian response to support communities with more sustainable water systems and sanitation facilities in response to securing lasting solutions. Also, NRC has the ambition to grow its urban programming to facilitate durable solutions for the swelling urban population in South Sudan.

## What we are looking for:

## The purpose of the CC Project Manager position is to implement the Education CC project portfolio in the North Area Office. NRC delivers diverse and interlinked Education in Emergency (EiE) projects. The Project Manager participates in strategic programme development, engages in resource mobilisation, builds strong partnerships and liaises with stakeholders, oversees implementation, builds staff capacity, provides technical direction to project staff and implementing partners and ensures quality programming.

## What you will do:

Generic Responsibilities:

1. Adherence to NRC policies, guidance and procedures
2. Contribute to the development of Country, Area and Core Competency strategies, initiate and participate in the development of relevant CC projects.
3. Coordinate and manage education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
4. Implement technical interventions and ensure high technical quality of project.
5. Provide regular progress reports to the Area Programme Manager, Area Manager(s), Education Specialist and others as requested.
6. Ensure that projects target most vulnerable beneficiaries in need of protection, explore innovative and effective approaches to assist.
7. Liaise and collaborate with relevant local authorities and other key stakeholders.
8. Promote the rights of displacement affected populations (IDPs/returnees/refugees/host) in line with the advocacy strategy.
9. Actively promote the rights of displaced persons PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific Responsibilities:

1. Provide technical direction to Education team in the North Area Office, and ensure program results are achieved within time, scope, and budget.
2. Provide guidance on Donor regulations to project staff and implementing organisations and ensure compliance.
3. Develop work plans, ensure efficiency in project activity scheduling for quality outcomes.
4. Coordinate with MEAL and CC Specialists on monitoring and tracking results.
5. Engage with project stakeholders including consortium members and local actors for synergies and standardization of approaches.
6. Represent the project in various forums such as emergency coordination meetings, education cluster, Technical Working Groups including the Refugee working Group, donor engagement meetings, project steering group meetings.
7. Engage and coordinate with various relevant consortium members, State and County level education officials, external stakeholders, including private sector actors for a coordinated approach and optimal resource usage.
8. Compile regular project reports and other written outputs for both internal and external audiences for programme visibility and advocacy purposes
9. Ensure timely implementation of project activities by NRC and implementing partners as agreed in the project documents and partners’ MOU/Agreements
10. Plan and oversee the strategic capacity building of NRC team and implementing partners staff including ongoing coaching and mentoring.
11. Ensure strong community participation including full observation of Accountability to Affected communities’ principles
12. Undertake any other duties assigned by the supervisor.

What will you bring:

**Generic professional competencies:**

- At least a master’s degree in education or equivalent; Advance degree in Social Sciences or any other relevant field
- A minimum of 5 years’ experience in project management in insecure, complex, and volatile environments.
- Experience in managing multiple projects funded through diverse mechanisms;
- Highly developed interpersonal and communication skills including influencing, negotiation, coaching and capacity building as well as ability to work with culturally diverse teams
- Excellent writing and speaking skills and ability to develop complex arguments
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
- Fluency in English, both verbal and written

## **Context related skills, knowledge and experience:**

- Excellent knowledge of education in emergencies programming, strong understanding of INEE minimum standards and humanitarian principles including, policies, frameworks, networks, and stakeholders
- Strong experience working in a partnership model and establishing and maintaining coordination and communication systems at inter-agency level
- Technical expertise in education, youth skills development, teacher professional development, socio- emotional learning, psychosocial support, disability inclusion, gender mainstreaming, conflict sensitive programming
- Remote management experience – proven ability to manage large projects implemented in different geographic areas
- Demonstrated ability to effectively manage multiple projects funded by different donors, with varying implementation timelines, reporting requirements, compliance frameworks
- Knowledge of South Sudan Context
- Knowledge of Juba Arabic or any other local language

- Contract: **national contract, 5 Months (with possibility of extension).**
- Salary/benefits: grade 8 on NRC’s **national** salary scale.
- Travel: Frequent travel required to field offices in the North AO (Northern Bahr El Ghazal, Western Bahr El Ghazal and Warrap).
