As part of The Carter Center’s commitments under the 2026 Gender and Inclusion Principles, and aligned with the vision of the Gender & Inclusion Working Group to position the Center as a global leader in gender equality and social inclusion across both internal practices and external programming, the Office of the Vice President for Peace Programs seeks to strengthen staff capacity through targeted training initiatives.
To support this effort, the Office is seeking a qualified consultant to design and deliver two virtual half-day (4-hour) interactive trainings for Atlanta-based and country-based staff.
A recent Training Needs Assessment conducted by the Gender and Inclusion Working Group identified priority areas for capacity building:
i) Context- and culturally sensitive gender and inclusion analysis in fragile settings
ii) Inclusive project design and planning
These trainings aim to provide practical, context-specific knowledge and tools to enhance the integration of gender and inclusion across Peace Program activities.
**Objective**
The objective of this Request for Proposal is to engage a qualified consultant to design and deliver two four-hour virtual interactive training workshops for Peace Program staff on:
1. Context- and cultural-sensitive gender and inclusion analysis in fragile settings.
This training should build staff capacity to analyze local context and norms and identify associated risks. The main learning goals include:
- Provide tools to conduct gender and inclusion analysis that accounts for local gender norms, cultural and religious context, and power relations
- Apply Do No Harm principles related to gender and inclusion (with a focus on identity and intersectionality) in fragile and volatile settings
- Identify how norms affect access and participation
- Anticipate, identify and manage related risks
2\. Inclusive project design and planning. This training should build staff capacity to translate context and culturally-sensitive gender analysis into inclusive project design, implementation and M&E. The main learning goals include:
- Integrate gender and inclusion into program design, M&E, and implementation tools/frameworks
- Applied exercise on existing project concept or M&E tools to strengthen inclusion
**Scope of Work**
The consultant will be responsible for:
- Reviewing responses of staff on a questionnaire, surveying background and understanding of broader gender and inclusion concepts to inform specific areas of focus for the two trainings.
- Designing two four-hour training curricula tailored to the organization’s context and incorporating (where possible) sensitivities from the specific country contexts where The Carter Center operates.
- Developing interactive training materials, including presentations, handouts, and/or exercises.
- Facilitating the training sessions virtually.
- Providing a short post-training memo including training activities and results
**Deliverables and Timeline**
The total timeline for the assignment is estimated to be approximately eight weeks (August 3 – September 31).
The consultant is expected to provide the following deliverables:
- Detailed training agenda and methodology. Deadline August 7
- Training materials (slides, handouts, case studies, etc.). Deadline August 14
- Facilitation of the two trainings one in August and one in September 2026
- Short summary memo of training activities and results. Deadline September 30.
**Proposed Budget**
The consultant will be paid based on completed deliverables up to a maximum ceiling of $5,000.
**Qualifications**
The successful applicant will demonstrate:
- Proven expertise in gender concepts, analysis frameworks, and toolkits, especially for international programming.
- Experience in adult learning and participatory training methods.
- Excellent facilitation and communication skills.
Prior experience working in the International Development/Peacebuilding/Human Rights space is an asset. Knowledge of fragile and volatile country contexts is preferred.
