**What you will do**

As the MEAL Manager, you will provide strategic leadership for Monitoring, Evaluation, Accountability and Learning across the Human Mobility Hub and its partner-led programmes. Working within a dynamic multi-country matrix structure, you will lead the development of MEAL systems, strengthen partner capacity, champion accountability to affected communities, and ensure evidence and learning drive programme quality and strategic decision-making. You'll collaborate closely with programme teams, partners, senior leadership, and NRC's Global MEAL Unit to embed a culture of learning, innovation, and continuous improvement.

**In this position you will:**

- Lead the design, implementation and continuous improvement of MEAL strategies, systems, standards and SOPs across the Human Mobility Hub.
- Strengthen the quality of partner-led programmes through technical guidance, quality assurance, and capacity development.
- Develop learning agendas, evaluations, and evidence generation that influence programme adaptation and organisational strategy.
- Champion accountability by strengthening community feedback mechanisms and ensuring communities' voices shape programme decisions.
- Support proposal development, logframes, theories of change, indicators, and MEAL budgets for donor-funded programmes.
- Build and facilitate a vibrant MEAL Community of Practice that promotes peer learning and harmonised approaches across partners.
- Promote ethical data management, safeguarding, data protection, and Safe & Inclusive Programming throughout all MEAL processes.
- Lead the rollout of digital MEAL systems and information management platforms that improve programme quality and reporting.
- Mentor and coach MEAL staff and partners while fostering a culture of collaboration, innovation, and continuous learning.

**What you will bring**

- At least 6 years of progressive MEAL experience, including 3 years in a management role within an international NGO.
- Experience supporting humanitarian or displacement programmes in complex or post-conflict environments.
- Strong expertise in monitoring, evaluation, research, accountability, learning, and information management.
- Demonstrated experience working with local partners and strengthening partner-led MEAL systems.
- Excellent analytical skills and the ability to transform complex data into actionable insights.
- Experience with digital data collection platforms, programme evaluations, and evidence generation.
- Strong facilitation, coaching, and stakeholder engagement skills.
- Fluency in English and Arabic (French is an advantage).

**What we offer**

- Duty station: Amman, Jordan; Damascus, Syria; Beirut, Lebanon; Tunis, Tunisia
- Fixed term contract: 6 months (possibility of renewal based on availability of funding)
- Travel: 30% to areas of operation.
- Salary/benefits: Grade 9 on NRC's grading structure.
