**1. Background**
The Peace Track Initiative (PTI) is a women-led organization working to advance inclusive peacebuilding, women's participation in peace and political processes, protection, and sustainable development in Yemen and the MENA region. PTI collaborates with civil society organizations, networks, and local partners to implement donor-funded projects across a range of thematic areas.
As PTI continues to expand its partnerships and grant-making initiatives, there is a growing need to strengthen the capacities of both PTI staff and partner organizations in project management, donor compliance, sub-grant management, financial accountability, and risk management. Strengthening these capacities is essential to ensuring effective project implementation, compliance with donor requirements, and the successful delivery of project outcomes.
PTI seeks to engage a qualified consultant to design and deliver a practical training on Project and Sub-Grant Management, Compliance, and Accountability for PTI staff and partner organizations.
**2. Assignment Objective**
The objective of this assignment is to strengthen the knowledge and practical skills of PTI staff and partner organizations in project and sub-grant management, donor compliance, financial and operational accountability, and risk management to improve the quality, effectiveness, and compliance of project implementation.
**3. Specific Objectives**
The training should enable participants to:
- Strengthen understanding of project management principles and implementation.
- Enhance knowledge of donor compliance requirements and accountability.
- Improve sub-grant management and oversight practices.
- Strengthen financial and operational compliance.
- Improve risk identification and mitigation.
- Increase preparedness for donor monitoring, audits, and compliance reviews.
**4. Scope of Work**
The consultant will be responsible for the following:
**A. Training Needs Assessment**
- Conduct a rapid assessment to identify the learning needs of PTI staff and partner organizations.
- Review relevant project management and compliance practices where appropriate.
- Tailor the training content and methodology to participants' needs.
**B. Training Design and Delivery**
The consultant will design and facilitate an interactive training (3–4 days) covering the following modules:
**Module 1: Project Management Fundamentals**
- Project planning and implementation.
- Results-based management.
- Roles and responsibilities.
- Managing implementation challenges.
**Module 2: Compliance and Accountability**
- Donor compliance requirements.
- Organizational policies and procedures.
- Documentation and record management.
- Compliance risks and mitigation.
**Module 3: Sub-Grant Management**
- Principles of sub-grant management.
- Roles and responsibilities of grant-makers and grantees.
- Monitoring partner performance and deliverables.
- Managing compliance and common implementation challenges.
**Module 4: Financial and Operational Compliance**
- Budget monitoring.
- Procurement and supporting documentation.
- Internal controls and asset management.
- Audit preparedness.
**Module 5: Risk Management**
- Identifying and assessing project risks.
- Risk mitigation planning.
- Safeguarding and operational risk management.
**C. Practical Exercises**
The training should include practical exercises and case studies that allow participants to apply learning to real project implementation scenarios, including compliance, procurement, sub-grant management, and risk management.
**5. Deliverables**
The consultant will be expected to deliver:
1. Brief training needs assessment summary.
2. Training agenda and curriculum.
3. Training presentations and participant handbook.
4. Delivery of the training.
5. Final report summarizing the training, participant feedback, key recommendations, and all training materials.
**6. Duration**
The assignment is expected to be completed within **2 weeks** from the date of contract signing.
Indicative timeline:
- **2 days:** Inception meeting, needs assessment, and training design.
- **3 days:** Development of training materials and practical tools.
- **3- days:** Delivery of the training (3–4 days).
- **2 days:** Submission of the final report and training package.
**8. Consultant Qualifications**
The consultant should possess:
- An advanced degree in Project Management, Business Administration, Development Studies, Public Administration, or a related field.
- At least **7 years of professional experience** in project management, grant management, and donor compliance.
- Demonstrated expertise in sub-grant management and capacity strengthening for civil society organizations.
- Practical experience working with international donor-funded projects (e.g., UN agencies, EU, FCDO, Dutch MFA, GFFO, USAID, or similar).
