**Background**
Garissa County, particularly Dadaab, hosts one of the largest refugee populations in Kenya, with communities facing intersecting vulnerabilities linked to displacement, poverty and fragile protection systems. Women and children, in particular, experience heightened risks of gender‑based violence (GBV), child abuse, neglect, and exploitation. Despite the presence of humanitarian actors, protection services remain fragmented, underfunded and often inaccessible. Referral pathways are weak, trust in community mechanisms is low and local actors frequently lack the technical capacity to provide survivor‑centered care.
Communities continue to face multiple protection concerns including: Gender-Based Violence (GBV), child abuse, neglect and exploitation, early and forced marriage, family separation, psychosocial distress, limited access to justice and weak community-based protection mechanisms. Although humanitarian actors continue to provide protection services, significant gaps remain. Protection systems are often fragmented, referral pathways are inconsistently applied, community awareness remains low and many frontline actors have limited technical capacity to identify, document and appropriately refer protection cases.
The current humanitarian funding crisis has further exacerbated these challenges. Reduced donor funding has constrained protection programming, reduced staffing levels and weakened community outreach activities. Essential services such as health facilities, schools, child-friendly spaces and women safe spaces are operating with limited resources, increasing risks for vulnerable populations while reducing access to timely and quality services.
**Rationale**
To address these challenges, **SOLO**, in collaboration with **AVSI**, is implementing a capacity strengthening initiative targeting community protection structures, local authorities, service providers and community leaders across eight project locations in Dadaab. The consultancy seeks to strengthen the technical competencies of frontline actors through practical, participatory and context-specific training on:
- General Protection
- Refugee Protection
- Child Protection
- Gender Equality
- Gender-Based Violence
- Survivor-Centered Case Management
- Referral Systems
- Protection Mainstreaming
The assignment will contribute towards improving community-based protection systems, strengthening coordination between actors and enhancing access to quality protection services for refugees and host communities.
**Purpose of the Consultancy**
The purpose of this consultancy is to design, facilitate and document high-quality capacity-building training that strengthens the knowledge, attitudes and practical skills of community protection actors to effectively prevent, identify, respond to and refer protection concerns in accordance with humanitarian standards and Kenyan legal frameworks.
**Objectives of the Assignment building into the scope of service**
The consultant will be expected to:
1. **Technical Training**
The consultant will design comprehensive, context-specific training curricula and facilitator guides that respond to the protection needs of refugee and host communities in Dadaab. The training package should incorporate adult learning principles and participatory methodologies, covering key thematic areas including general protection, refugee protection, child protection, gender equality, gender-based violence (GBV), protection mainstreaming, humanitarian principles, survivor-centered approaches, and Accountability to Affected Populations (AAP). All training materials should be aligned with Kenyan legal frameworks, international humanitarian standards, and global best practices in protection programming.
1. **Capacity Strengthening**
The consultant will strengthen the technical knowledge and practical competencies of participants to enable them to effectively prevent, identify, respond to and refer protection concerns within their communities. The training should enhance participants' understanding of Kenyan legal and policy frameworks governing protection, international refugee protection instruments, humanitarian principles, child safeguarding standards, gender equality and social inclusion, and community-based protection mechanisms. Emphasis should be placed on translating theoretical knowledge into practical actions that improve service delivery and community protection outcomes.
1. **Service Mapping**
The consultant will conduct a comprehensive mapping and validation of existing protection and GBV service providers operating within the project locations. The exercise should identify available services, referral points, geographic coverage, and key contacts to facilitate coordinated service delivery. Based on the findings, the consultant will develop a practical and user-friendly referral directory that can be used by community protection structures, project staff and relevant stakeholders to facilitate timely and appropriate referrals.
1. **Referral Systems**
The consultant will strengthen participants' knowledge and practical application of established protection and GBV referral systems in line with national and international standards. The training should build participants' capacity to apply referral pathways appropriately while adhering to principles of confidentiality, informed consent, safe disclosure, accurate case documentation, and ethical data management. Particular emphasis should be placed on survivor-centered approaches that uphold the safety, dignity, rights and best interests of survivors and vulnerable individuals throughout the referral process.
1. **Behavior Change**
The consultant will integrate behavior change approaches throughout the training to promote positive social norms and community practices that strengthen protection outcomes. The training should encourage participants to challenge harmful beliefs and practices that contribute to violence, discrimination and exclusion, while promoting gender equality, child rights, respect for diversity and inclusion. Participants should also be equipped with practical strategies for community awareness, prevention messaging, and encouraging the timely reporting and referral of protection concerns.
1. **Knowledge Assessment**
The consultant will develop and administer appropriate learning assessment tools to measure participant knowledge, skills acquisition and overall training effectiveness. These should include pre-training assessments to establish baseline knowledge, daily learning reflections to monitor participant understanding and adapt training delivery as necessary, post-training assessments to measure knowledge gained, and participant feedback tools to evaluate the quality, relevance and effectiveness of the training. The assessment findings should be analyzed and incorporated into the final consultancy report, together with recommendations for future capacity strengthening initiatives.
