About this opportunity
UNEP is seeking a Chemicals Legal Specialist for a six-month, home-based consultancy supporting the implementation of the Global Framework on Chemicals (GFC) in Latin America and the Caribbean.
Working with UNEP’s Law Division and Industry and Economy Division, the consultant will help participating countries strengthen their legal, policy and institutional systems for the safe and sustainable management of chemicals and waste.
Key responsibilities include:
Identifying at least three Latin American and Caribbean countries for the pilot programme.
Assessing each country’s chemicals-related legal, regulatory and institutional frameworks.
Preparing country-specific gap-analysis reports.
Developing practical regulatory-reform action plans.
Presenting findings and recommendations to government representatives and relevant stakeholders.
Drafting legal provisions and legislative recommendations to address identified gaps.
Promoting innovative regulatory approaches that support sustainable chemistry, economic opportunities and job creation.
Producing deliverables in English or Spanish, depending on the selected country.

Requirements / Eligibility
- Master’s degree or equivalent in Environmental Law, International Law, Human Rights or a related field.
- Alternatively, a first-level law degree with two additional years of relevant professional experience.
- At least seven years of legal experience involving research, analysis and writing.
- At least five years of experience working with legislation concerning chemicals and waste.
- Experience in national or international environmental law related to chemicals and waste is desirable.
- Previous experience with the United Nations or a similar international organisation is desirable.
- Excellent legal research, analytical, writing and communication skills.
- Ability to conduct independent research and legal reviews.
- Fluency in written and spoken English and Spanish is required.
