Duties and Responsibilities
(i) Provide strategic leadership in the development, interpretation, implementation, review and continuous improvement of human resource management policies, standards, guidelines, systems and practices in accordance with the Institute’s mandate and Government requirements.
(ii) Lead the development and implementation of integrated human resource plans, workforce strategies, talent management and succession management frameworks to
ensure availability, development and retention of the requisite human capital.
(iii) Oversee the Institute’s recruitment, selection, placement, onboarding, career progression, employee movement and separation processes to ensure acquisition and retention of competent and suitably qualified staff.
(iv) Provide strategic oversight in the development, implementation and review of the Institute’s remuneration, compensation, benefits and reward frameworks, ensuring
internal equity, competitiveness, affordability and compliance with applicable Government policies and regulatory requirements.
(v) Oversee the implementation and continuous improvement of the Institute’s performance management system, including performance contracting, appraisal, performance
improvement and management of performance-related interventions.
(vi) Lead the development, enhancement and utilisation of the Human Resource Management Information System (HRMIS) to strengthen workforce data management, reporting, analytics, decision-making and efficiency in HR service delivery.
(vii) Coordinate employee engagement and satisfaction assessments, analyse findings and oversee implementation of appropriate interventions to enhance employee experience, motivation, organisational culture, productivity and retention.
(viii) Ensure compliance with applicable human resource management legislation, Government policies, regulatory requirements, collective agreements and institutional
policies, and advise Management on emerging HR risks and appropriate interventions.
(ix) Provide strategic advice to Management on human resource planning, employee relations, organisational development, staff welfare, talent management and other
emerging human resource matters.
(x) Oversee the development and implementation of staff capacity-building, career development, coaching and mentorship programmes to strengthen institutional
capability and support succession planning.
(xi) Monitor and evaluate the effectiveness of HRM and Development programmes, systems and services, and initiate evidence-based interventions to enhance efficiency,
effectiveness and quality of HR service delivery.
(xii) Oversee prudent utilisation of human resource-related resources and ensure effective performance management, accountability and continuous capacity development within
the HRM and Development function.
(xiii) Perform any other duties and responsibilities as may be assigned by the Director, Corporate Services or Chief Executive Officer in furtherance of the Institute’s mandate.

Requirements / Eligibility
- Requirement for Appointment:
- (i) Cumulative service period of fifteen (15) years of relevant work experience, three (3) of which should have been in a level of Assistant Director, Human Resource Management
- Services in a comparable and relevant position;
- (ii) Bachelor’s Degree in Human Resource Management, Human Resource Development, Human Resource Planning, Commerce (HR Option), or any other relevant qualification
- from a recognized Institution;
- OR
- (iii) Bachelor’s Degree in any of the following fields; Public Administration, Sociology, Business Administration or its equivalent qualification from a recognized institution plus
- Higher Diploma in Human Resource Management or Course from a recognized institution;
- (iv) Master’s Degree in any of the following disciplines: - Human Resource Management Human Resource Development, Human Resource Planning, Business Administration, Public Administration, or equivalent qualification from a recognized institution;
- (v) Leadership Course lasting not less than four (4) weeks from a recognized institution;
- (vi) Management Course lasting not less than four (4) weeks from a recognized institution;
- (vii) Membership of the Institute of Human Resource Management (IHRM) or relevant professional body and in good standing;
- (viii) Valid practicing certificate from a relevant professional body where applicable;
- (ix) Demonstrated a high degree of professional competence, Managerial and administrative
- capability as reflected in work performance and results; and
- (x) Proficiency in computer applications.
- (xi) Possession of CHRP will be an added advantage.
