Education Programme Development Manager Mozambique Pemba (Open for national candidates only)

About this opportunity

**Background:**

The Education PDM is responsible for the design, development and implementation of the Education programme in Mozambique. NRC aims to scale up its education response through a coordinated approach ensuring close collaboration with the Education Cluster and its partners. NRC Mozambique was established in 2022 and the consecutive 3 years Education as part of its Core Competences. With a restart of the Education activities in July 2026, NRC Mozambique will primarily focus on literacy for youth and Accelerated Learning programs for out of school children at the primary level.

**What you will do:**

The position holder will provide technical leadership on the Education programme with a focus on literacy classes and Accelerated Learning Programme.

General Responsibilities:

1. Development/update of the Education strategy, technical SOPs / guidelines and Macro LFAs that are aligned with regional and global strategies and priorities.
2. Compliance and adherence to NRC policies, Education tools, handbooks and guidelines
3. Responsible for development and management of funding proposals, project budgets and donor reports according to Financial Handbook and donor requirements
4. Overall technical management of project staff
5. Coordination and management of Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
6. Capacity building of and transfer of key skills to overall programme staff across the country of operation.
7. Liaison and collaboration with relevant local and national authorities and stakeholders and represent NRC in relevant forums/sectors/working groups.
8. Promotion of the rights of IDPs/returnees and ensure adherence to humanitarian principles.
9. Participation in Project Cycle Management (PCM) key events.
10. Responsible for the oversight of M&E of the project in Mozambique, including data collection, analysis and evaluation.
11. Development of Education advocacy messages.

Specific responsibilities:

- Be responsible to define, develop and grow NRC Mozambique’s Education programme ensuring that it remains relevant, needs-based and data driven.
- Be responsible for the Education programme in Mozambique, which includes overall responsibility for technical direction, effective and efficient management of the Education projects consistent with the NRC project management cycle to ensure effective implementation (on time, on track, on budget).
- Collaborate closely with the Area Manager on implementation of Education projects in Mozambique.
- Contribute to the development of Country and Area strategies.
- Lead capacity building activities, provide technical and implementation support and guidance to field-based Education staff and build a robust education project team with appropriate technical and project management capacity to implement Education projects/activities.
- Identify trends in technical standards, donor priorities and funding opportunities relevant for the development of the Education programme in Mozambique.
- Lead the development of alliances with key Education actors.
- Develop relevant tools and Standard Operating Procedures (SOPs) and associated tools to ensure harmonized programme implementation across areas.
- Provide technical oversight of the overall Education programme.
- Initiate and conduct new needs assessments relevant for the Education Core Competency (CC) in coordination with other CC to ensure synergies and multi-sector responses.
- Ensure that key learnings are extracted from implementation of Education programmes, and incorporate them in programme and staff development processes.
- Responsible for ensuring Safe and Inclusive Programming standards are integrated and implemented in Education programming.
- Solicit, develop, promote and share ideas for improvement, innovation and necessary changes in project approaches and activities.
- University Degree in Educational Sciences (Pedagogy)
- Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context
- Experience working in complex and volatile contexts
- Technical Education expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- **Fluency in verbal and written English and Portuguese required**
- Experience with facilitating trainings

- Knowledge of education context in Mozambique is a must
- Experience managing growing programmes
- Experience working in a start-up is an asset
- Understanding of SPHERE and INEE minimum standards
- Knowledge of psychosocial support programming
- Experience with youth and adolescent programming
- Experience building the capacity of a team and conducting large-scale trainings
- Candidates with a university and/or advanced degree preferred; significant experience in the field of education, PSS or child protection considered in lieu

**What we offer:**

- Duty station: Pemba, Mozambique
- Contract: 12 months, **national** contract.
- Travel: 40%
- Salary/benefits: Grade 9 **national** contract.
