HI South Asia (Bangladesh, India, Nepal) Regional Programme is seeking applications from qualified local candidates for its **national** position of **“Inclusive Education Technical Specialist."**
**Position Title:** Inclusive Education Technical Specialist
**Mission:** Under the responsibility of the Technical Unit Regional Manager, the Technical Specialist contributes, within the country where he/she is based, to the implementation of Humanity & Inclusion's mandate and 10-year strategy. He/she ensures the optimal quality and impact of projects implemented in the country through a delegation system with appropriate control mechanisms. He/she contributes to the sound management and successful functioning of the overall organization through paradigm shifts.
**Location:** Dhaka/Delhi/Kathmandu (any of the 3 locations as per the nationality of the candidate)
**Terms & Conditions**: Fixed term
**Duration:** 01 November 2026 - 31 August 2027
**Key Responsibilities:**
***Mission 1: Expertise***
1.1 Contribute to the regional strategies in line with the global strategies
a. Provide sectoral technical input to the StratOps of the Programmes within his/her scope and in his/her sector, in line with the global StraTech, and ensure relevant follow-up
**1.2 Ensure technical support to projects in line with the global technical frameworks and standards in his/her sectoral scope**
a. Provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches
b. Ensure adequate support to multi-sector responses within projects, in line with the other specialists
c. Ensure a local sectoral watch and best practices to adopt within his/her sectoral scope
d. Contribute to recruitment and briefing when relevant
**1.3 Ensure technical learning from projects**
a. Initiate and/or implement to projects’ technical learning within his/her sectoral scope
**1.4 Control & monitor the technical quality and the relevance of HI’s activities in the Programmes under his/her scope**
a. Ensure regular technical quality control of projects and programmes and issue warnings and recommendations
b. Monitor the implementation of audit recommendations, if applicable, in his/her sectoral scope
c. Ensure adequate support for partners to manage activities under his/her scope
**1.5 Ensure compliance of the technical proposition with nexus stakes**
**1.6 Contribute to the development of research and innovation projects in the region when relevant, in his/her sectoral scope**
a. Suggest and steer technical innovation projects
b. Propose (Identify) the priorities of Research and Studies and steer R&S
**1.7 Contribute to the Technical Divisions' professional channel facilitation within the program**
a. Take part in the global animation of the professional channels related to his/her sectoral scope
b. Animate a local talent pool in his/her sectoral scope and ensure co-development and monitoring of professional development plans
***Mission 2: Influence***
Contribute to the local external prestige and influence of HI’s expertise in his sectoral scope
a. Represent the technical expertise of HI throughout the local relevant networks (Sectorial Representation)
b. Contribute to advocacy on specific themes in line with the global advocacy priorities
c. Contribute to communication messages locally in line with the global communication priorities.
***Mission 3: Business development.***
Ensure the development of major opportunities or new projects in the region under his sectoral scope
a. Lead or contribute to the context analysis in his sectoral scope
b. Lead or contribute to the design and writing of new projects in the region and, when asked, in other countries within the Geographic Division
c. Identify & transform major opportunities in the region under his scope
d. Identify & develop local partnerships and/or consortiums with NGOs, Institutions, Companies on technical priorities or important topics in the region under his sectoral scope
e. Contribute to the conception of major projects (multiple countries, one theme) or of new projects in the region.
***Mission 4: Emergency preparedness and response responsibilities***
- Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapt his/her working modality to contribute to an effective HI humanitarian response.
**Qualification**: Master’s degree in education, inclusive education, special education, education management, or a closely related field.
**Experience:** At least 5 years of technical experience in providing senior-level technical support in relevant thematic areas, preferably in a development and humanitarian context.
**Skills:**
- Experience working with students with disabilities.
- Experience working closely in partnership with ministry counterparts, international development agencies, non-governmental organizations, and other collaborators/stakeholders.
- Experience with developing and implementing tools for screening students for visual and auditory disabilities, preferably in the country.
- Knowledge of early-grade reading assessment and experience adapting assessments for use with students with visual or auditory disabilities.
- Demonstrated problem-solving, communication, and advocacy skills; and good interpersonal, communication, coordination, and networking skills.
- Flexibility and ability to handle multiple tasks simultaneously.
- Strong oral and written communication skills in English & Bengali.
- Ability to develop tools, including quality control tools, to ensure quality deliverables from a team across consortium partners, including with local organizations.
- MS Office (MS Excel) package
- Pedagogical skills.
- Ability to coordinate and collaborate with others to maximize results.
- Team player; innovative; autonomous.
