About this opportunity
## **Summary of consultancy**
- Type of evaluation: Close-to-end evaluation of Danmission’s SPA II programme
- Budget: 300.000 DKK incl. reimbursables
- Expected Start date: 14/09/2026
- Expected End date: 15/12/2026
- Expected Level of Effort: 50 workdays
- Duty Station: Home-based and field trip to Tanzania
## **Background of the Programme**
Danmission is a Danish faith-based organisation that promotes peace, justice and sustainable development in Africa, Asia, the Middle East, and Denmark ([Our work – Danmission](https://danmission.dk/en/our-work/)). Danmission has a Strategic Partnership Agreement (SPA) (2022–2026) with the Danish Ministry of Foreign Affairs (MFA) ([Danida](https://um.dk/en/danida/)). The SPA programme is implemented in collaboration with Danmissions partners in Tanzania, Lebanon, Egypt, Syria, Cambodia, and Myanmar.
## **Purpose**
Danmission is commissioning an evaluation of the SPA programme to ensure accountability, learning, and improved strategic planning. The evaluation will include three main aspects. The percentage indicated the suggested weighting of each aspect:
1. Danmissions' results (50 %)
2. Danmissions’ added value (25 %): Local Leadership, Coalitions, and Faith & Dialogue
3. Value for Money (25 %)
With a specific focus on the above aspects, the evaluation will document results, unfold Danmissions' programmatic approaches, generate learning, and provide recommendations to demonstrate accountability for SPA-II to partners, donors, and other stakeholders in terms of evidence of results achieved, and to contribute to evidence-based decision-making, including informing implementation of Danmission's 2026–2030 Programme Strategy, fundraising, and support strategic, organisational and programmatic learning processes internally and with partners.
The evaluation will provide an in-depth analysis based on a **desk study** across all Danmission’s country programmes as well as a **field study** of Danmission’s country programme for Tanzania, using the **Outcome Harvesting** methodology.
Read the entire invitation letter including instructions to tenderes, Terms of Reference, draft contract, etc., in the [Tender Dossier](https://danmission.sharepoint.com/:b:/s/Danmission-SharedExternally/IQB4YjnUQDefS5oAn5zqvEZoAaxfZDSqdB7a55NEKf_M-Ng?e=NWNYTw).
