GRC works with a range of governmental, institutional and other funding partners. Its current donor portfolio includes, among others, the U.S. Department of State, the European Union, the UK Foreign, Commonwealth & Development Office (FCDO), and the Dutch Ministry of Foreign Affairs (MFA). GRC is also seeking to diversify and expand its funding base, including through engagement with other bilateral and multilateral donors, international institutions, foundations, trusts and philanthropic funders.
GRC maintains an internal Partnerships & Development (P&D) team responsible for leading and coordinating proposal development and funding submissions.
**Purpose and Objective**
The pre-qualified pool of experienced Bid Writers will be engaged on an ad-hoc basis to provide additional proposal drafting capacity to the Partnerships & Development (P&D) team during periods of high demand and, where required, specialist donor/funder proposal-development expertise. They will support in developing high-quality, competitive and donor-compliant funding applications, concept notes, expressions of interest, proposals and tenders.
The Bid writers will be engaged on an assignment-specific basis and will work under the direction of the P&D team within GRC’s established proposal-development process. Technical design and substantive technical inputs will remain the responsibility of the relevant technical Leads and subject-matter experts.
Depending on the assignment, the role may support the interpretation of donor requirements, proposal structuring, drafting and editing of narrative components, integration of technical and partner inputs, consistency between proposal components, and quality and compliance review.
Bid Writers will be expected to adapt their language, structure and writing style to the requirements and expectations of the relevant donor or funder while accurately representing GRC's experience, technical expertise, organisational capacity and the substantive technical inputs provided by GRC.
**Responsibilities**
- Review funding opportunities, Notices of Funding Opportunity, calls for proposals, terms of reference, tender documentation and other donor solicitation documents and identify key requirements, evaluation criteria and compliance obligations.
- Support the designated P&D Lead, where requested, in preparing proposal outlines, compliance matrices and other assignment-specific proposal-development tools.
- Draft and/or edit expressions of interest, concept notes, technical proposals, grant applications, executive summaries, capability statements and other funding submissions.
- Draft and articulate project objectives, methodologies, activities, outputs, outcomes, sustainability approaches and theories of change/results frameworks on the basis of substantive inputs provided by the relevant GRC technical Leads, subject-matter experts and M&E personnel.
- Ensure proposals respond directly to donor evaluation criteria and are appropriately tailored to the terminology, priorities, format and writing style of the relevant donor or funder.
- Work closely with Finance to ensure consistency between the technical proposal, budget and budget narrative.
- Support the development and review of budget narratives and other financial narrative components of proposals.
- Integrate inputs from GRC technical teams, management, partners and other contributors into a coherent and consistent proposal narrative.
**Your Background**
- Proven experience of at least 3 years in bid writing or grant proposal development, preferably with an international development scope.
- Demonstrated ability to craft clear, concise and persuasive proposal content.
- Strong research and analytical abilities.
- Familiarity with funding platforms, donor requirements, and grant application processes.
- High attention to detail and ability to meet tight deadlines.
- Strong collaboration skills and the ability to communicate effectively with both internal and external stakeholders.
- Demonstrated ability to rapidly assimilate complex technical information and translate substantive inputs from subject-matter experts into clear, persuasive donor-facing proposal narratives.
- Demonstrated ability to work effectively under the direction of an internal proposal lead and within established organisational proposal-development processes.
- Excellent written communication and storytelling skills in English.
**Applicants should demonstrate substantive proposal development experience with one or more institutional, governmental or philanthropic donors/funders. Relevant experience may include, but is not limited to:**
- U.S. Government funding, particularly U.S. Department of State and/or other U.S. Government grant and cooperative agreement opportunities;
- European Union external action grants and calls for proposals;
- UK FCDO funding mechanisms and competitive opportunities;
- Dutch Ministry of Foreign Affairs funding programmes;
- other bilateral donors and governmental funding agencies;
- United Nations agencies, international organisations and multilateral funding mechanisms; and/or
- Private foundations, trusts, philanthropic organisations and other non-governmental funders.
Role holders will work remotely and should have flexibility against donor submission deadlines, including on assignments with short mobilisation periods. Availability and expected turnaround times will be agreed separately for each assignment.
Inclusion in the pool does not constitute a guarantee of work, minimum level of engagement, minimum number of days or minimum financial value.
The pre-qualified pool will initially be established for a period of two years, subject to GRC's right to review, refresh, expand or discontinue the pool according to organisational requirements.
