**Media Production and Awareness Campaign Services (TV, and Social Media)**

**BLOOM AFRICA Project – Somaliland**

**1. Introduction**

Global Affairs Canada (GAC) has approved the project **“Building Leadership, Opportunities and Options for Marginalized Women and Girls in East Africa (BLOOM AFRICA)”**, implemented by World Vision Canada in partnership with World Vision Rwanda, World Vision Somaliland, and World Vision Tanzania.

The project will be implemented in Rwanda, Somaliland, and Tanzania. BLOOM is a five-year, gender-transformative and human rights-based initiative aimed at improving the resilience and economic empowerment of marginalized youth, particularly adolescent girls and young women.

**2. Project Background**

The BLOOM project promotes economic empowerment through skills development and Technical and Vocational Education and Training (TVET), focusing on:

- Women’s economic empowerment
- Youth employment and entrepreneurship
- Gender equality and social norms transformation
- Financial inclusion and business development
- Inclusion of vulnerable groups

The project applies a multi-level approach across individual, community, and systemic levels to address barriers to women’s participation in economic opportunities.

**3. Purpose of the Assignment**

The purpose of this assignment is to design, produce, and implement high-quality multimedia communication campaigns that support the visibility, behavior change, and community engagement objectives of the BLOOM project in Somaliland.

Through television and social media platforms both WV and TV station channels, the assignment aims to:

- Increase awareness and understanding of the BLOOM project, its interventions, and opportunities available to target beneficiaries;
- Promote positive social norms and behavior change related to gender equality, women’s economic empowerment, youth employment, and social inclusion;
- Strengthen visibility of donor support and project achievements in accordance with donor branding and communication requirements;
- Amplify community voices, beneficiary experiences, and success stories to enhance public engagement, learning, and advocacy around youth and women’s economic empowerment.

**4. Objectives of the Assignment**

The selected service provider will work closely with BLOOM Project Team and the World Vision Communications Team to design, produce, broadcast, and disseminate high-quality multimedia communication products that promote project objectives, increase public awareness, and strengthen audience engagement throughout the implementation period.

The specific objectives of the assignment are to:

**Content Development and Production**

- Develop, produce, and disseminate multimedia communication products that promote:
- Women's economic empowerment.
- Youth employment and entrepreneurship.
- Technical and Vocational Education and Training (TVET) and skills development opportunities.
- Financial inclusion and access to economic services.
- Climate-smart and digital livelihoods.
- Produce high-quality communication materials, including:
- Gender-responsive and inclusive television and social media content.
- Documentary-style beneficiary stories, testimonials, and success stories.
- Expert interviews, panel discussions, and talk shows.
- Public awareness and advocacy content aligned with project priorities and national campaigns.

## Multimedia Campaigns and Media Engagement

- Design and implement integrated multimedia communication campaigns aligned with project priorities and key national and international advocacy campaigns.
- Broadcast approved communication products through television and relevant digital platforms to maximize audience reach and engagement.
- Provide professional media coverage for project trainings, workshops, field activities, stakeholder meetings, community events, and other key project milestones.

## Digital Engagement

- Design and implement digital communication initiatives that strengthen audience engagement and increase online visibility among:
- Adolescent girls and young women (AGYW) aged 15–24.
- Young men aged 15–24.
- Caregivers.
- Community leaders and influencers.
- Government and development stakeholders.

## Compliance and Quality Assurance

Ensure that all communication products:

- are culturally appropriate and conflict-sensitive;
- are gender-responsive and disability inclusive;
- comply with safeguarding standards and ethical storytelling principles;
- meet donor branding and visibility requirements;
- obtain informed consent from all individuals featured in communication materials while protecting their dignity, privacy, and wellbeing.

**5. Scope of Work**

The selected service provider shall undertake the following activities:

**Strategic Communication Planning**

- Develop communication concepts, campaign approaches, key messages, and audience engagement strategies in collaboration with the World Vision Project Team and Communications Team.
- Prepare communication plans aligned with annual project priorities and communication objectives.

**Content Development and Production**

Develop, script, produce, edit, and package high-quality multimedia communication products, including:

- Television talk shows.
- Television interviews.
- Documentary-style beneficiary testimonials and success stories.
- Public awareness and advocacy content.
- Short promotional videos.
- Social media content.
- Television features covering project achievements and milestones.

All multimedia products shall be professionally edited, broadcast-ready, and produced in high-definition format.

**Media Coverage**

Provide comprehensive media coverage for all agreed project trainings, workshops, stakeholder engagements, field activities, launch events, and other major project events. Media coverage shall include, as applicable:

- Professional event photography.
- A 2–3 minute highlight video.
- Interviews with participants and key stakeholders.
- Television news or feature coverage.
- Airing of approved event coverage through agreed television channels.
- Digital dissemination through approved social media platforms.

**Broadcasting and Digital Dissemination**

- Broadcast approved television programmes and communication products through agreed television stations.
- Disseminate approved communication materials through relevant digital and social media platforms.
- Provide evidence of broadcasting and online dissemination.

**Review and Quality Assurance**

- Submit all scripts, concepts, storyboards, graphics, and multimedia products to World Vision for review and written approval before production and dissemination.
- Revise materials based on feedback received from the Project Team.
- Ensure compliance with donor branding requirements, safeguarding standards, and ethical communication practices.

**Intellectual Property Rights**

All communication materials developed under this assignment, including but not limited to concepts, scripts, photographs, raw footage, edited videos, graphics, audio recordings, animations, reports, and any other products produced under this contract, shall remain the sole property of World Vision.

Upon completion of each assignment, the service provider shall submit all final products together with editable source files and raw production materials to World Vision. The service provider shall not reproduce, publish, distribute, or use any materials produced under this assignment for any other purpose without prior written approval from World Vision.

**6. Deliverables**

The selected service provider shall deliver the following:
