**SOLIDARITES INTERNATIONAL (SI)** is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

## About the mission

SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context, particularly in rural and semi-urban areas, including refugees/returnees and IDP camp settings.
Context:
\- Food insecurity is one of the highest in the world due to recurring shocks (consecutive years of widespread flooding, conflict-based displacement), and an ongoing protracted macro-economic crisis.
\- The country also faces cholera outbreaks on a yearly basis, has very limited sanitation coverage and safe water access remain a challenge for most of the population.
\- On top of these chronic situations, South Sudan has been highly impacted by the war that started in Sudan in April 2023. By end of 2025, more than 1,000,000 people had entered South Sudan, the vast majority entering through the Joda/ Wunthow border point in Renk County, Upper Nile State (northern part of South Sudan).
\- More recently, resurgence of internal tensions have led to heightened conflict and analysts are worried that the peace conditions offered by the Peace Agreement may not hold.
As a result, 9,3 million are in need of humanitarian assistance as of 2025.
SI sectors of intervention:
\- The portfolio includes both WASH & FSL activities. SI's expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors and has been one of the first responders of the cholera response. The FSL component has become very important due to new grants that enlarged the portfolio of the mission
Areas of operation:
SI has a rapid emergency team based in Juba, who is being deployed following Rapid Needs Assessment in flood, epidemic or conflict induced displacement in the country. The teams will be deployed for up to 2 months per intervention adn the time in the coordination office only for limited time (sectors WASH and Cash). In additiomn, SI has three static offices in Malakal, Renk and Ulang, as well as 2 sub-offices in Fashoda and Baliet, always in Upper Nile.

The coordination office in Juba is currently composed of approximately 20 stable staff members, including both national and international personnel. The structure covers all key operational and support functions, including Programme, Logistics, Human Resources, Finance, and Administration, ensuring adequate oversight and support to field operations.

The coordination office has expanded significantly in recent months due to the recent surge in funding and operational scale-up. A similar increase in staffing and operational capacity is also being observed across the field bases to support the growing portfolio of activities and implementation requirements.

In terms of MEAL capacity, the structure currently includes two MEAL Managers in Upper Nile supported by supervisors and officers at at the field level. Additional MEAL positions are still under recruitment.

**General objective:**

To strengthen the quality, accountability, monitoring, evaluation, and learning components of humanitarian programmes through the development and implementation of robust MEAL systems and methodologies. The position ensures the effective monitoring of programme performance, supports evidence-based decision-making, enhances accountability to affected populations, and promotes continuous learning and compliance with donor and organisational standards. It also contributes to improving data quality, programme adaptation, operational accountability, and the overall effectiveness and impact of interventions across all areas of implementation.

## About the job

**The main challenges:**

\* Complex humanitarian access constraints due to active conflict, insecurity, intercommunal violence, checkpoints, and bureaucratic impediments affecting the movement of staff, supplies, and humanitarian operations. The security and operational situation in field locations can rapidly deteriorate and remains highly volatile in several intervention areas.

\* High-risk public health environments, including areas affected by cholera, Ebola, and other epidemic outbreaks, requiring strict health, safety, and infection prevention and control measures.

\* Continuous coordination required with local authorities and administrative structures to facilitate access, approvals, movement authorisations, and operational continuity.

\* Need to ensure strong technical coordination and alignment across multiple sectors, partners, and operational areas.

\* Team capacity remains variable across locations, requiring continuous mentoring, coaching, on-the-job support, and capacity strengthening to ensure quality implementation and compliance with procedures and standards.

\* Limited and inconsistent communication infrastructure in deployment locations, affecting reporting flows, coordination, information management, and real-time operational follow-up.

\* Ongoing development and structuring of the emergency, FSL and MEAL response operational setup, including reinforcement of systems, staffing structures, and field-level operational capacities following the recent scale-up of activities.

\* High operational pressure linked to rapid emergency response timelines, requiring flexibility, surge capacity, rapid adaptation, and continuous reprioritisation in response to evolving humanitarian needs.

\* Logistical constraints related to road access limitations, seasonal flooding, air transport dependency, fuel availability, and the prepositioning of emergency supplies.

\* Staff welfare and duty of care considerations linked to frequent deployments in austere, high-stress, and insecure operational environments.

**Priorities for the 2/3 first months:**

\* Structuring and strengthening the MEAL department at coordination and field levels, including the development and harmonisation of MEAL systems, tools, processes, and reporting mechanisms in line with organisational standards and donor requirements.

\* Capacity building and technical support to MEAL and programme staff through mentoring, training, supervision, and continuous follow-up to reinforce data quality, accountability, monitoring systems, and evidence-based programming.

\* Reinforcement and operationalisation of Feedback and Complaint Response Mechanisms (FCRM) to ensure accountability to affected populations, proper management of community feedback, and integration of accountability principles across all programme activities.

\* Strengthening information management, data analysis, and reporting systems to ensure timely, accurate, and actionable information is available to support informed operational and strategic decision-making.
