Duties and Responsibilities
Duties and responsibilities at this level will entail the following:
(i) Provide strategic leadership in the formulation, implementation, review and evaluation of policies, strategies, standards, guidelines, systems and programmes for Human Resource Management, Finance and Accounts, Administration, ICT and Corporate Communication
in alignment with the Institute’s mandate and Government policies.
(ii) Oversee and evaluate the effectiveness of the Institute’s corporate services structures,systems, processes and resource management frameworks, and recommend strategic interventions to enhance institutional efficiency, effectiveness and service delivery.
(iii) Lead the preparation, implementation and monitoring of the Institute’s personnel emoluments and related corporate services budgets, ensuring prudent, efficient and
accountable utilisation of financial, human, physical and technological resources.
(iv) Provide oversight of the Institute’s establishment, human resource requirements, staff welfare, office accommodation, facilities and equipment to ensure optimal utilisation, a
conducive work environment and effective delivery of the Institute’s mandate.
(v) Oversee the development and implementation of integrated information, records and knowledge management systems, including registries, to ensure secure custody,
accessibility, integrity and timely retrieval of institutional information and records.
(vi) Ensure effective implementation of and compliance with applicable legislation, Government policies, regulatory requirements, standards and institutional frameworks
relating to Human Resource Management, Finance and Accounts, Administration, ICT and Corporate Communication.
(vii) Provide strategic oversight of institutional ICT infrastructure, systems and digital services, and Corporate Communication functions to enhance operational efficiency, information security, stakeholder engagement and the Institute’s corporate image.
(viii) Coordinate corporate services mainstreaming and integration across the Institute and promote effective collaboration among departments to strengthen institutional
performance and service delivery.
(ix) Provide strategic oversight of employee welfare programmes, workplace health, safety, employee relations and other initiatives aimed at promoting staff wellbeing, engagement and productivity.
(x) Oversee the maintenance of accurate and up-to-date records of the Institute’s human resource establishment, assets, facilities and other corporate resources to support
planning, accountability and informed decision-making.
(xi) Advise Management and Council on corporate services matters and provide strategic leadership in addressing emerging human resource, financial, administrative, ICT and
communication risks and challenges.
(xii) Monitor and evaluate the performance of Corporate Services functions, ensure implementation of approved decisions and recommendations, and initiate appropriate
measures for continuous improvement and institutional effectiveness.
(xiii) Perform any other duties and responsibilities as may be assigned by the Chief Executive Officer in furtherance of the Institute’s mandate.

Requirements / Eligibility
- Cumulative service period of fifteen (15) years’ three of which should have been in the grade of Deputy Director, Research, Quality Assurance and Consultancy KICD
- Grade 4 or in a comparable position.
- Master’s Degree in any of the following disciplines: Education, Economics, Public Policy, Quality Assurance, Business Management, Statistics or any other relevant qualification from a recognized Institution.
- Bachelor’s Degree in any of the following disciplines: - Education, Economics, Research Methodology, Public Policy, Quality Assurance, Business Management, Statistics or equivalent qualification from a recognized institution.
- Leadership course lasting not less than four (4) weeks from a recognized
- Institution.
- Management course lasting not less than four (4) weeks from a recognized Institution.
- Registered member of relevant professional body and in good standing
- Demonstrated managerial, administrative, and professional competence in work performance and results; and
- Proficiency in computer applications.
