**Background:**
Global Communities is an international non-governmental organization with more than 40 years of experience delivering humanitarian assistance in complex crises. Since 2014, we have been a leading humanitarian actor in Syria, providing lifesaving aid and supporting long-term resilience for internally displaced persons (IDPs), returnees, and host communities, reaching at least 2.65 million people.

Operating throughout northern Syria, we implement a principled, community-centered response in partnership with trusted Syrian NGOs. Global Communities now contributes to Syria's post-conflict recovery through area-based approaches that promote durable solutions for the displaced populations and social cohesion in the communities of return.

**Responsibilities:**
The overall responsibility of the Vocational Training Manager is to support the implementation of Competency-Based Training (CBT) and Work-Based Learning (WBL) under the employment pathways program by leading and overseeing all vocational training-related components. The Vocational Training Manager will report to the Program Director.

S/he will be responsible for designing, supervising, monitoring, and evaluating CBT/WBL activities, ensuring alignment with labor market needs, programmed objectives, and quality standards.

*The Vocational Training Manager is responsible for the following:*

• Lead the development and adaptation of competency-based training curricula, occupational standards, and training materials aligned with labor market needs and reconstruction priorities.
• Support the validation and alignment of training programs with labor market assessments and priority sectors.
• Design and oversee the implementation of Training of Trainers (ToT) programs for trainers, workplace supervisors, and external assessors.
• Supervise the delivery of CBT programs and ensure quality, relevance, and practical orientation of training sessions.
• Monitor trainee attendance, performance, and retention, ensuring dropout rates remain within acceptable thresholds.
• Ensure training delivery incorporates Occupational Safety and Health (OSH), Rights at Work, and labour law awareness.
• Direct and oversee the transition from CBT to placements for Work-Based Learning (WBL), ensuring alignment between training outcomes and workplace requirements.
• Whenever feasible, coordinate with vocational schools the placement of qualified graduates into WBL opportunities.
• Network, identify and select employers for WBL placements. Including structured and safe on the job learning processes over a two-month period.
• Oversee competency-based assessments, including coordination with external assessors and certification processes.
• Ensure training programs are inclusive and accessible, incorporating gender-responsive and disability-inclusive approaches.
• Supervise training providers and ensure compliance with program standards, guidelines, and donor requirements.
• Monitor training activities to ensure alignment with project plans, timelines, and budget.
• Maintain training databases, track trainee progress, and ensure accurate and timely data reporting.
• Prepare internal reports, progress updates, and technical documentation as required.
• Support documentation of lessons learned, best practices, and program outcomes.
• Maintain effective coordination with internal teams, training institutions, employers, and relevant stakeholders.
• Ensure compliance with organizational policies, safeguarding standards, and quality assurance mechanisms.
• Support project cycle management, including planning, implementation, monitoring, and evaluation.
• Other relevant tasks assigned by the supervisor as required.

**Education and Training**
• Bachelor’s degree, with complementary certification in Technical and Vocational Education and Training.
• Applicants can be qualified with a bachelor's degree in a relevant field, and/or a combination of higher education and work experience.

**Experience**
• Demonstrated familiarity with Technical and Vocational Education and Training, with relevant experience in matching vocational skills with market needs.
• Minimum of three years’ work experience working directly for I/NGOs, preferably in relevant fields.
• Demonstrated experience in project cycle management at a supervisory level.
• Previous experience in field supervision or team support is desirable.
• The applicants should have good written and verbal English and Arabic skills.
• Strong organizational and collaboration skills required
• Ability to work independently and be self-directed, as necessary.
• Must be a team player.
• Knowledge of labor laws, occupational health & safety, workers’ rights and vocational skills development.
• Strong interpersonal skills including communication, active listening, and negotiation skills.

**Technical skills**
• High analytical and reporting skills.
• Strong planning, coordination, and reporting skills.
• Ability to solve problems in the field with suppliers and beneficiaries.
• Must be computer-literate, particularly in programs such as MS Word, MS Excel and MS Outlook.

**Other Qualifications**
• Ability to work well in unstable and frequently changing security environments.
• Willingness to work from the field and visit the implementation locations (at least two days per week).
• Excellent command in archiving and documentation.

**Language skills**
• Good command of spoken and written English.
