About this opportunity

The International Rescue Committee (IRC) Poland invites qualified individual consultants and companies to submit proposals for the provision of grant writing and project development services under a Framework Agreement.

**Background**

IRC Poland seeks to strengthen its capacity to identify funding opportunities, develop high-quality project concepts, and prepare competitive funding applications for institutional, governmental, multilateral, private foundation, and corporate donors.

Through this procurement process, IRC intends to establish a pool of experienced grant writers and project development specialists who can provide flexible, timely, and high-quality support across humanitarian, integration, recovery, and development programming.

The Framework Agreement will be non-exclusive. IRC may engage one or multiple service providers depending on the nature, complexity, language requirements, technical expertise, and timelines of individual assignments.

The agreement does not guarantee any minimum volume or value of work. Assignments will be commissioned on an as-needed basis throughout the duration of the agreement.

**Scope of Services**

Selected consultants and/or companies may be requested to support various stages of the fundraising and project development process, including but not limited to:

- Analysis of donor guidelines, funding opportunities, and grant calls;
- Support in assessing funding opportunities and go/no-go decision-making processes;
- Collaboration with technical, programmatic, MEAL, Grants, Partnerships, and Finance teams in project design;
- Preparation, drafting, editing, and formatting of concept notes, Expressions of Interest (EOIs), grant proposals, annexes, and full applications;
- Development of logframes, theories of change, workplans, and results frameworks;
- Preparation of budget narratives and ensuring consistency between technical and financial sections;
- Coordination and consolidation of inputs from multiple stakeholders;
- Quality assurance reviews of application packages;
- Technical editing, proofreading, and finalization of submission packages;
- Incorporation of internal and donor feedback into application documents;
- Strategic advice related to donor engagement, positioning, and fundraising.

One of the first confirmed funding opportunities expected under this Framework Agreement is the **CERV Daphne Call**.

**Required Qualifications**

Applicants should demonstrate:

- Proven experience in preparing successful applications under programmes such as CERV, FERS/FSE+, and other national or regional funding schemes in Poland;
- Strong knowledge of EU Funding & Tenders Portal, SOWA, and MEWA systems;
- Excellent proposal writing and project design skills;
- Understanding of EU and national funding regulations, budgeting principles, and eligibility requirements;
- Experience in preparing donor-compliant budgets and supporting financial documentation;
- Ability to effectively utilize AI-based tools while ensuring confidentiality and donor compliance;
- Excellent written and spoken Polish and English;
- Ability to work under tight deadlines.

Experience in the fields of human rights, migration, labour market integration, humanitarian assistance, and gender-based violence prevention will be considered an asset.

**Required Proposal Documents**

Interested applicants must submit a complete proposal package including the following documents:

- A signed copy of the Request for Proposal (RFP), including **Annex A**;
- Documentation demonstrating qualifications and experience (CVs). In the case of companies, please provide the CVs of employees or consultants who may potentially be assigned to provide services under the Framework Agreement;
- A financial proposal containing unit rates, completed exclusively using **Annex C**;
- Three (3) references from current or former clients (from at least the last 12 months), together with purchase orders, contracts, or other documentation demonstrating the provision of similar services. At least one reference must be from a non-governmental organization (NGO);
- A completed and signed **Supplier Information Form (Annex B)**;
- Company registration documents, including the National Court Register (KRS) number or equivalent registration document, where applicable;
- Any other supporting documents the bidder considers relevant to demonstrate qualifications and experience.
