## BACKGROUND AND CONTEXT

Oxfam operates and supports multiple recycling facilities that process recyclable materials through equipment including balers, shredders, and associated waste handling systems.

As part of Oxfam's commitment to continuous improvement, the organization recognizes the need to review existing health and safety arrangements, fire prevention measures, risk assessments, and implementation of control measures across its recycling facilities and supporting operations.

Existing health and safety management systems are already in place, including designated Health and Safety personnel, risk assessments, and action plans. Oxfam seeks the support of an experienced Environment, Health and Safety (EHS) Technical Consultant to conduct an independent assessment and provide recommendations to strengthen fire prevention and overall safety management.

## SPECIFICATION OF GOODS OR SERVICES OR WORK REQUIRED

The consultant will:

1. Review existing health and safety risk assessments and action plans for recycling operations.
2. Assess compliance with health and safety controls and procedures.
3. Evaluate fire prevention, detection, emergency response, and business continuity measures.
4. Support Oxfam's internal review process to identify potential contributing factors to incidents and lessons learned.

Scope of Work

**1. Field Site, Office, and Vehicle Inspections**

- Conduct inspections of field sites, offices, and organizational vehicles to verify compliance with health, safety, and environmental standards.

**2. Office, Accommodation, and Residential Facility Safety Assessments**

- Assess Amman offices, staff accommodation, and residential facilities to ensure compliance with applicable safety requirements, including:
- Fire detection and alarm systems.
- Emergency evacuation plans and procedures.
- Electrical and gas safety standards.
- Occupancy and living-space requirements.
- General building maintenance and housekeeping practices.
- Emergency preparedness and response measures.
- Adequacy, type, condition, and placement of fire extinguishers and first aid boxes.

**3. Vehicle Safety and Fleet Evaluation**

- Evaluate vehicle safety and driving practices with recommendations, including:
- Vehicle inspection, servicing, and preventive maintenance procedures.
- Driver competency assessments and safe driving practices.
- Delivery of defensive driving training and traffic accident management inductions.
- Availability and condition of emergency equipment and first-aid kits in vehicles.

**4. Driver Safety Induction**

- Conduct driver inductions on traffic safety regulations, road risk management, and safe driving expectations.

**5. Hazard Identification and Corrective Action Follow-Up**

- Conduct inductions and awareness sessions on hazard identification according to work location with recommend corrective actions and follow up on the implementation of safety improvements to ensure continuous compliance and risk reduction according to organization and country standards.

**6. Follow up with the safety team on any additional requirement needed for the organization.**

If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.

Document review.
• Site inspections.
• Staff interviews and consultations.
• Compliance assessment against Jordanian regulations and international good practice.
• Gap analysis.
• Risk assessment review.
• Development of recommendations and action plans.

## EXPERIENCE OR PROFILE REQUIREMENTS

The company/ individual(s) should have the following competencies:

- Minimum 7 years of experience in EHS management, industrial safety, recycling operations, or fire safety.
- Experience working with NGOs, international organizations, or humanitarian agencies is desirable \[Proficiency in \[skill\]
- Advanced degree (Master is preferred) in Engineering, Environmental, or Natural Sciences, or in other related technical disciplines.
- Professional certification in Health and Safety.
- Considerable experience in a similar position.
- Knowledge of machinery, equipment and tools.
- 100% of presence should be on the worksite.
- Experience working with NGOs, international organizations, or humanitarian agencies is desirable.
- Experience in waste management, recycling facilities, manufacturing, or similar industrial environments.
- Strong report-writing and analytical skills.
