**JOB CONTEXT:**

We are seeking a qualified and experienced Finance and Administrative Officer to join our Nairobi team on a 4-month maternity cover contract. This role is critical in ensuring the continuity of our financial operations and HR administration. The successful candidate will step into a dynamic environment, providing high-quality financial information, ensuring compliance with donor rules, and supporting HR functions at the geographical level.

**YOUR MISSION:**

**1. Strategy & Financial Steering**

- Implement and monitor HI’s financial strategy action plans within your area of responsibility.
- Update financial information, monitor key indicators, and proactively report financial risks to line and functional managers.
- Contribute to the mitigation of identified financial risks.

**2. Standards, Compliance & Expertise**

- Deploy HI's financial policies, processes, and tools; ensure compliance with legal obligations and produce required financial documents.
- Stay informed of changes in financial standards, case law, and sector practices.
- Ensure compliance with the General Data Protection Regulation (GDPR).
- Contribute to the programme's operational strategy and assist in drafting new project proposals for continuity and expansion.
- Implement financial document archiving procedures and contribute to internal control and corrective actions.

**3. Operational Implementation – Financial Management**

- Budget Management: Optimise the use of HI's own funds, adhere to the financial calendar, consolidate cash flow needs, and support responses to internal/external auditors.
- Donor Funding: Assist in drafting institutional funding proposals and optimising funding schedules. Inform budget holders of donor financial rules, verify applications, monitor expenditure, and prepare donor budget monitoring reports. Anticipate slippage and prepare contractual amendments as needed.

**4. Operational Implementation – HR Administration**

- Contribute to the quality of Programme resources by supporting the recruitment process (sourcing, compliance, and manager assistance).
- Participate in the Programme's HR reporting schedule and meet global HI deadlines.
- Ensure the quality of personnel administration for HI staff in the geographical area.
- Assist managers with the implementation of HI's HR policies and communicate frameworks effectively.
- Support social dialogue, staff representative bodies, and contribute to the management of disputes in conjunction with the HR Manager.

**5. Emergency Preparedness**

- Contribute to the programme's emergency preparedness actions and adapt working modalities during a humanitarian response.

**YOUR PROFILE :**

**Educational background and experience**

- University degree in a finance, accounting, or a related discipline.
- At least CPA IV certification.
- Minimum of 4 years of practical experience as a Finance Officer, preferably within an NGO or international organisation.
- A certificate in Human Resource Management is an added advantage
